CITY COUNCIL PUBLIC HEARING SCHEDULED FOR OCTOBER 10, 2017
In October of 2014, the City Council initiated a review of the Route 66 Specific Plan. The review was deemed necessary to address concerns over recently approved development projects and a desire to examine whether the transformation of Route 66 as contemplated by the Specific Plain still met the community’s vision for the corridor.
Initial steps included a discussion of the Specific Plan at the December 9, 2014 City Council meeting, and a “town hall” meeting held on February 18, 2015. Considering community feedback on the Route 66 Specific Plan and concerns over development, the Council directed the Planning Commission to begin a review of the entire Specific Plan and prepare a report to the Council with recommendations. During the 2015 calendar year, the Commission held seven public meetings to review the Specific Plan and receive public input. On November 17, 2015, the Planning Commission presented their report with recommendations to the City Council at a Joint Meeting.
Implementing the recommendations will result in substantial changes to the Specific Plan, and as an initial step, the City Council directed staff to complete an economic and market analysis of the corridor. On March 8, 2016, the City Council approved a contract with Economic Planning Systems (EPS) to complete an economic analysis of the Route 66 corridor. EPS presented the finished report to the Planning Commission on December 6, 2016 and to the City Council on February 28, 2017.
On July 18, 2017, the Planning Commission recommended adoption of the revised Specific Plan, pursuant to a publichearing. The City Council will hold a public hearing on October 10, 2017 to consider adoption of the revised Specific Plan.
The revisions represent a major change in development standards for the Route 66 corridor. The revisions include: reductions in residential and commercial densities, increased building setbacks, reductions in building height, eliminating development incentives, eliminating parking reductions, modifying the list of permitted uses, and amending specific plan guiding principles and objectives.
